The civil bureaucracy of the country – which is primarily responsible for ensuring governance in the country – is not only corrupt but incompetent. Since the majority of Pakistanis are either illiterate or poorly educated the mediocre minded semi-literate creep into the corridors of power and behave like elites in front of masses. Their height of success is to appease the politicians and all those in power.
